In the USN, you can unambiguously refer to the commanding officer of a ship as “Captain” regardless of actual rank held. While larger vessels are commanded by ranked Captains, Commanders may be in control of frigates, destroyers, and submarines, and in this capacity they are usually called “captain” by their crews.

If he commands his own ship, he’s refered to as Captain regardless of his promoted Commission status. As an ensign, if he were given command of a row boat that was not attached/affiliated to a larger vessel he would be called captain as well. Its an Honorific tile, not his rank.

So Cap’n Crunch can also be Naval Commander Crunch.
